Abstract: Indicators are factors or variables that provide a simple and reliable means to measure achievement, reflect the changes connected to an intervention, or help assess the performance of a development actor. Indicators therefore define a measure of change for the objective statements at all levels of the results framework — strategic objective and intermediate results as well as outputs. Indicators ensure evidence-based decision making, support a project adaptive capacity and advance learning. For systematic monitoring of plans, policies, programmes, and projects, it is necessary to develop and use performance indicators that are impartial, independent, simple/ unambiguous, measurable, achievable, reliable, comparable, practical, representative, time-bound and firmly aligned with intended objectives
